National Programs - CAPS, NDIS, DVA & My Aged Care

Overview:
Several national funding programs provide financial support for continence care in Australia. Below is a summary of the main schemes, including eligibility and how to apply.

Continence Aids Payment Scheme (CAPS)

As of the 2024–25 financial year, CAPS provides an annual payment of $694.80 to eligible individuals to assist with the cost of continence products.

You can choose to receive one full payment in July, or two half payments in July and January each year. You may use your CAPS payment to purchase any continence product.

Eligibility Summary:

  • Five years of age or older
  • Permanent and severe loss of bladder and/or bowel function due to a recognised condition
  • Hold a Pensioner Concession Card (primary or dependent), if not applying under a neurological condition
  • Not currently receiving funding via the NDIS or a Home Care Package

National Disability Insurance Scheme (NDIS)

The NDIS provides individualised support for people with a permanent and significant disability, including continence care products where relevant.

Eligibility Summary:

  • Under 65 years of age
  • Have a permanent and significant disability requiring continence support

Department of Veterans' Affairs (DVA)

Eligibility Summary:

  • Hold a Gold Card (eligible for all conditions)
  • Hold a White Card if incontinence relates to an accepted condition
  • Assessed by a healthcare professional as requiring continence products

My Aged Care – Home Care Packages

My Aged Care provides funding for aged care services including continence products via Home Care Packages (Levels 1 to 4).

Eligibility Summary:

  • People aged 65 or over
  • Living at home or in a public, private or not-for-profit aged care facility
  • Must be assessed as eligible through My Aged Care
